I'd say try to paint out some of the lineart? Or, if you want, make the lineart cleaner to make sort of a cartoony look.
Maybe give it a bit more 3D perspective?
I think it's mostly about cleaning up. I mean the painting itself is pretty much set up, can definitely see this winged-bally creature in a how to train your dragon-ish 3D/2D animation, I think its just about adding more shadows/highlights to it.

Yeah, cleaning up and add details should improve it. Like fur, feather and/or tongue texture.
